My guess is Taipei City, Taiwan:
1.) "traditional chinese" is spoken language.
2.) lively lantern festival

4.)National Palace Museum, in Taipei City

The city is Taipei, Taiwan becaus pearl milk tea is originates from Taiwan and through further research I found a picture of the Longshan temple which is in the city of Taipei.

I think it is Taiwan but im not sure what city maybe Taipei the clues that gave it awya was the convenience stores,traditional chinese and pearl milk tea.

The city is Taipei, Taiwan. The Chinese lantern festival or yuan hsiao is a celebration that welcomes spring. The children carry these homemade lanterns to symbolize the hopeful expectations of the coming season.

First guess was Hong Kong, but photos did not resemble the city. Second guess was Taipei, with wireless internet being a strong clue.
